The Accounts Receivable Manager is responsible for coordinating all aspects of the organization’s Accounts Receivable department. The position is responsible for the revenue cycle management processes for all of Valley Senior Living’s five operating entities (including skilled nursing homes, basic care, assisted living and independent living). The Accounts Receivable Manager supervises the organization’s AR Specialists and is responsible for developing and implementing policies and procedures relating to evaluation of payer sources, resident census, private pay and third-party billing, aging analysis and collections.

QUALIFICATIONS

Required:

· Minimum two (2) years of college (AA Degree in Business Administration or related field).

· In lieu of attending a college, three (3) years of relevant experience in a similar position will suffice.

Preferred:

· Minimum four (4) years of college (bachelor’s degree, preferably Bachelor of Accountancy or BA with a major in accounting or related field).

· Experience in long term care or health care related field. Familiarity with Medicare and Medicaid eligibility rules.

FUNCTIONS

· Develop and implement AR department’s billing and collection policies and procedures.

· Supervise AR Specialists. Timely address operational concerns, coordinating with internal or external parties as needed. Report significant concerns or suggested changes to CFO timely.

· Work closely with admissions, residents, responsible parties, social services, and external case managers to assist with admission recommendations. Review financial disclosure portion of admission application for determination of viable payer source and identification of potential concerns.

· Refer potential admits to appropriate agencies and/or assigned VSL social worker for assistance.

· Educate affected VSL staff on Medicaid, Medicare, and other third-party payer criteria and policies.

· Review Accounts Receivable Aging reports.

· Communicate closely with AR Specialists to review status of accounts and collection efforts in place, providing direction and assistance on an ongoing basis.

· Prepare summary aging report and average days in AR calculation

· Schedule and conduct quarterly past due aging review reports with AR Specialists and CFO. Schedule separate Medicare Aging review meetings with consultant and AR Specialists on an agreed upon basis.

· Communicate and work cooperatively with attorneys, guardians, conservators, rep payee, vulnerable adults and other parties regarding collection and legal matters.

· Determine technical eligibility for Medicare participation.

· Collect all data for Medicare Ancillary charges, process payment and submit payment electronically.

· Communicate and work cooperatively with Medicare Consultant and Medicare Billers.

· Communicate and work cooperatively with fiscal intermediaries and private insurance carriers.

· Construct and maintain Part A Medicare Logs for Valley Senior Living on Columbia and Woodside Village.

· Reconcile logs to software’s resident census for monthly billing purposes and quarterly to Medicare’s PS&R report for cost report purposes.

· Manage the processing of Medicare denial letters, demand billings, expedited review requests, ADR’s and CERT’s according to regulations.

· File inquiries, reconsiderations, and appeals to appropriate agency or individual(s) for rejected billings.

· Provide all auditors and surveyors with complete and accurate information in a timely manner upon request.

· Oversee banking matters relating to AR accounts such as ACH (set-up, approval and report review), NSFs, and resident trust accounts.

· Prepare rate change notices annually, or as needed, to ensure proper advance notification to residents.

· Prepare and submit all credentialing and other documents as requested for participation in Medicare, Medicaid, and Private Insurances programs.

· Coordinate record retention and destruction practices for financial records for both paper and electronic storage of documents of the Accounts Receivable department
